Kate is currently a Consultant for Dispute Resolution at the North Carolina Department of Public Instruction, Exceptional Children Division. She developed and coordinates the state-wide special education mediation program. She also developed the facilitated IEP meeting program.

 

Prior to coming to NC, Kate served as a special education due process hearing officer, complaint investigator, and mediator for eleven years, and taught a special education law class at the graduate level. Additionally, she conducted negotiation and peer mediation trainings with students and consulted with school personnel to institute anti-bullying programs.

 

Kate currently conducts ADA mediations for the U.S. Department of Justice.
